New Express Entry rules strengthen the route to permanent residence for graduates and skilled employees in high-wage occupations. A BorderPass Pathway Assessment shows each of them every work and permanent residence route open under the new rules, reviewed by a licensed Canadian immigration lawyer. For institutions, that is a clearer answer for students about life after graduation. For employers, it is a better chance of keeping the people they have already trained, with BorderPass handling every immigration application along the way.

The international graduates and foreign workers already in Quebec may be first in line for permanent residence under the province’s new government, as long as their status holds until new rules arrive. Schools and employers that act now can keep the people they enrolled and trained. A BorderPass Pathway Assessment shows each student or worker every work and permanent residence route open to them, federal and provincial. Once they choose a pathway, a licensed Canadian immigration lawyer reviews the application before filing. The Parti Québécois (PQ) won Quebec’s October 5, 2026 election and will form a minority government with plans to cut immigration. It may need support from another party, such as the Conservative Party of Quebec, to pass parts of that plan into law.

BorderPass has been named #7 on [The Globe and Mail’s 2026 Report on Business ranking of Canada’s Top Growing Companies](https://www.theglobeandmail.com/business/rob-magazine/top-growing-companies/article-ranking-canadas-top-growing-companies-of-2026/), with three-year revenue growth of 4,284%. Of the 375 companies recognized this year, only six grew faster. That growth has been driven by employers, learning institutions, and individuals looking for immigration support that’s accessible, compliant, and moves quickly. Legal fees have kept expert advice out of reach for many organizations and individuals, while compliance has grown harder to understand and maintain. BorderPass answers both, bringing lawyer-backed guidance to every applicant an organization supports and keeping each one compliant through renewals, changes in status, and every step after arrival.

IRCC has increased scrutiny on study permit (SP) applications, with closer review of whether the conditions attached to a conditional Letter of Acceptance (LOA) have been met. This is producing avoidable SP refusals for students who hold a valid, conditional LOA but whose SP application does not document the status of those conditions. This briefing outlines the pattern we are seeing, gives two illustrative examples, and sets out steps DLIs can take to reduce refusal risk for shared applicants.

Canada has added clearer rules around who can act as the employer when hiring through the Temporary Foreign Worker Program. As of September 18, 2026, Service Canada is looking more closely at the actual employment relationship behind an LMIA application, including who pays the worker, directs their work, sets their conditions and has the authority to dismiss them. Staffing agencies cannot obtain LMIAs simply to place temporary foreign workers with another business, and workers hired through the program cannot be classified as independent contractors. For employers, the change puts more weight on getting the employment structure right before an LMIA is filed. BorderPass supports employers through the LMIA process with guided preparation, document review and legal support, while keeping international hires and compliance requirements organized in one place.

The opportunity: a trillion dollars of projects, an offer from Brussels, and mobility pathways ready to carry a lot more traffic. Prime Minister Mark Carney spent Tuesday in Toronto pitching global investors on a trillion dollars of Canadian investment over five years across energy, transportation, defence and technology. By Wednesday he was in Strasbourg, where European Commission President Ursula von der Leyen told the European Parliament that the EU wants to open the door for Canada to become the bloc's first associate member. Two speeches, two cities, forty-eight hours apart. In Toronto, a call to come and build in Canada. In Strasbourg, an offer to build together. Both rest on the same imperative: that the people who do the work can get to where they are needed.

The Temporary Foreign Worker Program limits how many low-wage foreign workers you can employ at each work location. For a business running several small sites, that limit has often meant no room to hire at all. On August 18, 2026, Employment and Social Development Canada (ESDC) changed how the limit is counted, and small locations that could not support a hire before may be able to now. The rule is narrow, and an error in the count can lead to a refused application. BorderPass gives Canadian employers step-by-step guidance and a review by a licensed Canadian immigration lawyer before filing.

If you hire foreign workers or recruit international students, the rules you filed under last year may __not__ be the rules you file under next year. Provinces are pressing for a larger share of economic selection, permit intake has fallen sharply, and eligibility for programs such as the Post-Graduation Work Permit is now tied to sector data that can be revisited each year. This blog explains what is shifting, what to check before your next application goes in, and how BorderPass keeps your filings aligned to the current standard as each change lands.

Updated July 15, 2026. The new CICC regulations are in force as of July 15, 2026. New federal regulations strengthen oversight of licensed immigration consultants, raising the bar for accountability and transparency across the industry. Here is what recruitment agents, designated learning institutions, and Canadian employers hiring internationally need to know. On May 6, 2026, the federal government announced new regulations strengthening oversight of immigration and citizenship consultants in Canada. The changes, introduced by Minister of Immigration, Refugees and Citizenship Lena Metlege Diab, reinforce the mandate of the College of Immigration and Citizenship Consultants (CICC) and take effect on July 15, 2026. On the surface, this may look like a regulatory housekeeping update. For recruitment agents supporting international students, for designated learning institutions managing international student recruitment, and for employers running immigration-dependent hiring pipelines, it is meaningfully more than that.

Canada is moving to confirm departures as closely as it records arrivals. BorderPass’s compliance management system lets DLIs and employers track expiring permits and unconfirmed departures across their own students and workforce, so they can act on those cases before the government flags concerns. For years, Canada has been much better at recording who arrives than at confirming who leaves. That gap is now a matter of public record, and it is closing faster than most people expect. For the DLIs and employers who host and hire temporary residents, that change turns compliance from an entry-side formality into an obligation that runs a permit’s full term. BorderPass’s compliance management system tracks permit expiry, renewal, and departure against real student and worker records, so a gap is visible while there is still time to act.

On Tuesday, June 23rd, founders, investors, economic development leaders, and policymakers gathered at the Crowne Plaza in Kitchener for the 8th Annual Canada’s Innovation Corridor Summit. The Summit is an annual one-day event designed to fuel regional connectivity and collaboration across one of the world’s most significant economic corridors — a technology and manufacturing powerhouse centred in the Greater Golden Horseshoe and anchored by Toronto, Kitchener-Waterloo, and Hamilton. Dan Weber, Head of Public Affairs at BorderPass, attended as part of the company’s ongoing engagement with the policy and business community shaping Ontario’s innovation ecosystem. The conversation was urgent and the numbers were stark: Ontario’s long-standing trade dependence on the United States is overdue for rebalancing, and the workforce systems that support international investment are struggling to keep pace with ambition.

If your business hires international talent through the low-wage stream of the Temporary Foreign Worker Program, the rules changed on April 1, 2026. Employers now need to advertise low-wage positions for twice as long, show recruitment efforts aimed specifically at Canadian youth, and budget for a longer overall hiring timeline. A separate set of temporary measures may also help rural employers operating outside census metropolitan areas. This post breaks down what changed, what stayed the same, and what hiring teams should adjust before their next LMIA application.

Canada's immigration rules just shifted in a way that directly affects how employers plan, hire, and retain foreign workers. Bill C-12, the Strengthening Canada's Immigration System and Borders Act, received Royal Assent in March 2026 and gives the federal government new authority to cancel, suspend, or change work permits and other immigration documents in bulk. For employers, that changes the math on hiring timelines, offer letters, and workforce planning. This blog explains what Bill C-12 does, where the real risk sits for your business, and what hiring teams can do now to stay ahead of it.
