Ontario has Replaced all OINP Streams. Here is what workers and students need to know.

All eight former OINP streams have been permanently closed, effective June 26, 2026.

This includes:

• Employer Job Offer: Foreign Worker stream

• Employer Job Offer: International Student stream

• Employer Job Offer: In-Demand Skills stream

• Masters Graduate stream

• PhD Graduate stream

• Express Entry Human Capital Priorities stream

• Express Entry French-Speaking Skilled Worker stream

• Express Entry Skilled Trades stream

No new invitations will be issued under these pathways.

The existing Expression of Interest system is closed to new registrations while Ontario updates the platform for the new stream.

The new EOI system under the Ontario Workforce Priority stream is expected to open later in summer 2026.

The Ontario Workforce Priority stream is now the main pathway through which Ontario will nominate workers for permanent residence.

It includes two pathways based on the occupation's Training, Education, Experience and Responsibilities category, known as TEER. A separate pathway is available for eligible self-employed physicians.

Most applicants will need a full-time, permanent job offer from an eligible employer in Ontario.

Skilled and professional workers: TEER 0 TO 3

This pathway covers management, professional, technical and skilled occupations classified under TEER categories 0, 1, 2 or 3.

To qualify, you must have a full-time, permanent job offer from an eligible Ontario employer in one of these occupation categories.

You must also meet one of the following work experience requirements:

• Six consecutive months of work in the job-offer position with the same employer during the previous 12 months

• Two years of cumulative work experience during the previous five years in the same occupational category as the job offer

• Three consecutive months of work in the job-offer position with the same employer during the previous 12 months, if you recently graduated from an eligible Ontario institution

Applicants working in certain licensed or regulated professions may not need to meet the standard work experience requirement.

The minimum language requirement is generally Canadian Language Benchmark 6. A lower requirement of CLB 5 may apply to certain occupations.

You must also have an eligible post-secondary degree, diploma or certificate.

Meeting the minimum requirements does not guarantee an invitation. Ontario can select candidates based on current workforce priorities and the information provided in their EOI.

Essential and Frontline Workers: TEER 4 AND 5

This pathway covers eligible occupations classified under TEER categories 4 and 5. These categories can include service, support, labouring and frontline roles.

You must have a full-time, permanent job offer from an eligible Ontario employer in a TEER 4 or 5 occupation.

You must also have at least nine months of cumulative work experience during the previous two years in the job-offer position with the same employer.

The minimum language requirement is CLB 4.

You must have a Canadian secondary school diploma or an equivalent foreign credential.

Self-Employed Physicians

Eligible self-employed physicians may qualify without a traditional employer job offer.

To qualify, a physician must:

• Be a member in good standing with the College of Physicians and Surgeons of Ontario

• Hold an eligible certificate of registration

• Be eligible to receive payments through the Ontario Health Insurance Plan

• Meet the other requirements established under the stream

Eligible certificates may include independent practice, academic practice or provisional registration.

This pathway is intended to recognize that some physicians provide medical services through independent practice rather than a standard employer-employee arrangement.

EOIs and employer job offers registered under the former streams will not automatically transfer to the Ontario Workforce Priority stream.

Profiles that did not result in an invitation to apply will be withdrawn. Affected applicants, employers and representatives will be notified.

Once the new system opens, eligible employers will need to create a new job offer under the new process. The worker will then need to use the new job-offer information to register a new EOI.

Applicants should not assume that their previous score, registration or eligibility will carry over.

If you received an invitation to apply in one of the former streams, your application will continue to be processed under the old requirements.

This protection applies to submitted applications. It does not apply to an EOI profile that was still waiting for an invitation.

The former Employer Job Offer: International Student, Masters Graduate and PhD Graduate streams are now closed.

This means graduating from an Ontario institution will no longer provide access to a separate graduate-only OINP stream.

Under the new system, many international graduates will need an eligible full-time, permanent Ontario job offer and will need to qualify through the pathway that covers their occupation.

Recent Ontario graduates may benefit from a shorter work experience requirement under the TEER 0 to 3 pathway. However, they must still meet the other requirements of the new stream.

Foreign workers with Ontario job offers will now apply through the pathway that corresponds with the TEER category of their occupation.

Workers in TEER 0 to 3 occupations will generally need eligible post-secondary education and at least CLB 6, although CLB 5 may apply to some occupations.

Workers in TEER 4 and 5 occupations will generally need at least CLB 4, secondary school education and qualifying experience with the employer providing the job offer.

The new structure covers a wider range of occupation levels, but eligibility will still depend on the worker, the position and the employer meeting the program requirements.

The Ontario Workforce Priority stream has been introduced, but the new Expression of Interest system is not accepting registrations yet.

Employers also cannot create job offers under the new stream until the updated system becomes available.

Ontario expects the system to open later in summer 2026. No specific reopening date has been announced.
