CAPS-I and BorderPass Partner to Offer Immigration Support for K-12 International Students

Toronto, ON – July 2, 2026 – The Canadian Association of Public Schools – International (CAPS-I), the national non-profit association representing 125 publicly funded school districts and boards across all 10 provinces is partnering with BorderPass, a Canadian legal tech platform built and supported by a team of licensed lawyers and powered by smart technology. The partnership provides CAPS-I member districts, their education agents, and the families they serve access to the BorderPass platform at preferred member rates. It is designed to address the immigration needs specific to K-12 international education, whether supporting incoming applicants or those on pathways to post-secondary schools.

    Legal Support Where It Matters

Visa application processes continue to grow more complex, and applications involving minors carry additional requirements that can be challenging to navigate. Through this partnership, students and families may access:

    • Study permit and visitor visa applications for minors, prepared and reviewed by licensed Canadian immigration lawyers before submission to IRCC

    • Custodianship documentation support, helping families complete custodian declarations correctly the first time

    • Visitor visa guidance for parents and guardians, so a parent can visit their child

    • Permit renewal and extensions for students continuing through multiple grade levels

    • Transition guidance to post-secondary studies, helping graduating students understand pathways that may be available after high school

    • Refusal support, including reconsiderations, appeals, and judicial reviews at preferred  rates

    Long-Term Benefits

International K-12 students make significant contributions to the communities that host them across all 10 provinces, and the pathway they begin often continues well beyond graduation, with international students now accounting for nearly 40 percent of new economic-class immigrants. By helping more students start that journey on solid footing, BorderPass and CAPS-I strengthen both local economies and Canada's longer-term talent pipeline.

“This partnership lets us reach and represent far more young students than ever before. K-12 families now have access to dedicated immigration legal support. By working with CAPS-I and its districts across all 10 provinces, we can help more eligible students and families succeed, and set them on a clear path from their first study permit through whatever comes next.”

    — Sally Daub, Co-Founder, BorderPass

Compliance for Member Districts and Agencies

For CAPS-I member school districts and the education agents they work with, the partnership offers:

    • Better prepared, IRCC-compliant applications that help reduce errors, delays, and refusals

    • Reduced administrative burden on international education staff

    • A centralized, trusted referral point for legal questions

    • Ongoing updates on IRCC policy changes affecting minor students and their families

    • Preferred pricing for CAPS-I members and the families they serve

“Collectively our members welcome over 32,000 international students for short and longer term educational programs into communities from coast to coast across Canada. Navigating the immigration process is often the most stressful part of the application journey for young minor students. We are excited for our members and their agents to have a new, reliable and affordable solution in BorderPass.”

    —Bonnie McKie, Executive Director, CAPS-I

The benefits of the CAPS-I and BorderPass partnership are now available to all CAPS-I member districts, their education agents, and prospective and current international students and families. A dedicated landing page serves as the first point of access: www.borderpass.ai/welcome/caps-i
